Proposal on Promoting the Safe Operation of Water Parks

To all member units and relevant water park enterprises:

With the arrival of summer, water parks, as people's first choice for summer entertainment, are experiencing peak visitor numbers while facing significant safety challenges. As an important part of the industry, the safe operation of water parks is not only related to the life safety and health of every visitor, but also the cornerstone of the sustainable and healthy development of the entire industry.

To further thoroughly implement the important instructions and directives of General Secretary Xi Jinping on safety work, and implement the safety work deployment of the Special Equipment Safety Supervision Bureau of the State Administration of Quality Supervision, Inspection and Quarantine, and jointly promote the improvement of the safe operation level of water parks, the China Amusement Parks and Rides Association hereby issues the following proposal to all member units and relevant water park enterprises:

I. Strengthen Safety Awareness and Implement Safety Responsibilities

All relevant water park enterprises should firmly establish the concept of "safety first, prevention first", establish and improve a safety management system, clarify the safety responsibilities of managers and employees at all levels, and ensure that safety responsibilities are assigned to individuals and positions. Regularly conduct safety education and training to enhance the safety awareness and emergency response capabilities of all staff.

II. Improve Facilities and Equipment to Ensure Safe Operation

Strengthen daily maintenance and regular inspections of water park facilities and equipment to ensure that all amusement facilities meet national safety standards and are free from safety hazards. For old facilities, their safety should be assessed in a timely manner and necessary updates and renovations should be carried out. At the same time, strengthen water quality monitoring and management to ensure that the water quality meets hygiene standards and provide visitors with a safe and hygienic recreational environment.

III. Optimize Emergency Plans and Improve Emergency Response Capabilities

Develop and improve emergency plans for water park emergencies, including but not limited to drowning accidents, equipment failures, and natural disasters, and clarify emergency response procedures and responsibilities. Regularly organize emergency drills to improve employees' ability to respond quickly and effectively to emergencies, ensuring that in emergencies, visitors can be evacuated quickly and orderly, minimizing casualties and property losses.

IV. Strengthen Visitor Management and Improve Service Quality

Strengthen safety checks before entering the park and prohibit the carrying of dangerous items into the park. Through various methods such as broadcasting and signage, popularize water safety knowledge and precautions to visitors, guiding visitors to play in a civilized and safe manner. At the same time, improve park service quality, add convenient facilities, and increase visitor satisfaction and security.

V. Improve Industry Standards and Strengthen Industry Exchanges

The China Amusement Parks and Rides Association will actively play a bridging role in promoting the formulation and improvement of industry standards. Regularly hold industry safety training and forums to strengthen exchanges and cooperation among relevant water park enterprises, share safety management experience, and jointly improve the overall safety operation level of the industry.

VI. Focus on Social Responsibility and Promote Sustainable Development

While pursuing economic benefits, all relevant water park enterprises should not forget their social responsibilities, actively participate in social welfare activities, pay attention to environmental protection and resource conservation, and promote the green and sustainable development of the water park industry.

Let us work together, with a high sense of responsibility and mission, to jointly safeguard the safety and beauty of water parks, create a safe, healthy, and happy recreational environment for visitors, and continuously meet the people's needs for a better life!
